Summary LOCATION: This position is located in the Social Security Administration, Office of Hearings Operations, Charlotresville, VA, 1470 Pantops Mountain Place, 2nd Flr, Charlottesville, VA 22911. TOUR OF DUTY: Flextime | Full-time | Alternate work schedules may be available. TYPE OF POSITION: This is a permanent position. You may also view the full position description on the Agency intranet at the following link: PD Search This is a developmental position leading to the full performance level of GS-12 . Closer supervision and technical guidance and/or on-the-job training are provided. Duties are gradually broadened so the incumbent is eventually performing all of the duties of the full performance level, position description number 3F0790 or 3F0800. The incumbent is an information technology (IT) specialist who serves as the focal point of contact, providing direction and support to one or more hearings operation offices, in the use of information technology (IT) equipment, hardware and software, and telecommunications devices with responsibility for oversight, management and maintenance of IT systems in a multi-operating system environment and as liaison with vendor representatives. The incumbent provides direction and support in the planning, coordinating, testing, operation, troubleshooting, and maintenance of hardware and software related to OHO programs and services, including networks, workstations, testing and implementation of systems initiatives and subsequent releases, all related hardware and software considerations, and systems security. AREA OF CONSIDERATION: These positions are being filled in accordance with section 10.1.6 of the SSA/AFGE merit promotion plan, section 9.2.1 of the Management Officials promotion plan, and Article 20, Section 8, E of the NTEU promotion plan. Eligible candidates will be limited to current incumbents of the Hearing Office Systems Administrator Position, PDs 00E1690, 674570/A, 01F1010/W/X/Y, 01F1020/W/X/Y, 01F1290/A, and 0674010/A/W/X/Y . Selectees will remain in their current duty station and applicable bargaining unit. Requirements Conditions of Employment Qualifications For GS-7: 52 weeks of specialized experience at the GS-5 level, or equivalent, which is in or related to the work of the position to be filled and has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience includes: 1) Assisting users with the troubleshooting of hardware; 2) Coordinating the installation of equipment (e.g. computers, etc.); 3) Demonstrating a working knowledge of basic information technology systems. For GS-9: 52 weeks of specialized experience at the GS-7 level, or equivalent, which is in or related to the work of the position to be filled and has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience includes: 1) Assisting users with the troubleshooting and installation of current systems; 2) Documenting and initiating response to customer problems; 3) Coordinating the installation of new products or equipment (e.g. servers, computers, firewalls, etc.); 4) Identifying security violations and recommending corrective actions; 5) Demonstrating technical proficiency in information technology systems. For GS-11: 52 weeks of specialized experience at the GS-9 level, or equivalent, which is in or related to the work of the position to be filled and has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience includes: 1) Monitoring network and systems performance and troubleshooting problems; 2) Documenting and initiating response to customer problems; 3) Coordinating the installation of new products or equipment (e.g. servers, computers, firewalls, etc.); 4) Applying security patches and updates to servers and workstations in both test and production environment; 5) Researching, evaluating and providing feedback on problematic trends and patterns in customer support requirements; 6) Demonstrating technical proficiency in information technology systems. For GS-12: 52 weeks of specialized experience at the GS-11 level, or equivalent, which is in or related to the work of the position to be filled and has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience includes: 1) Monitoring network and systems performance and troubleshooting problems; 2) Resolve problems in response to customer incidents (e.g., hardware, software, user training); 3) Coordinating the installation of new products or equipment (e.g. servers, computers, firewalls, etc.); 4) Evaluating established methods and procedures and preparing recommendations for changes in methods and practices where appropriate; 5) Ensuring the rigorous application of information security policies, principles and practices in the delivery of network service; 6) Configuring and managing virtual desktop and server environments. In addition to the specialized experience listed above, to qualify for the 2210 IT Specialist series, applicants must demonstrate the following competencies: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Qualification requirements must be met by the closing date of this announcement. For GS-7: Applicants for promotion must have 52 weeks at GS-5. For GS-9: Applicants for promotion must have 52 weeks at GS-7. For GS-11: Applicants for promotion must have 52 weeks at GS-9. For GS-12: Applicants for promotion must have 52 weeks at GS-11. Time in grade requirement must be met by the closing date of this announcement. Education For GS-7: 1 full year of graduate level education For GS-9: Master's or equivalent graduate degree; OR 2 full years of progressively higher level graduate education leading to such a degree; OR LL.B. or J.D. in a field that is directly related to the position For GS-11: Ph.D. or equivalent doctoral degree, OR three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree, OR LL.M. in a field that is directly related to the position For GS-12: Education cannot be substituted for experience at this grade level. Combining Education and Experience: Not applicable for this job series. Note: One year of full-time graduate education is considered to be the number of credit hours that the school you attended has determined to represent one year of study. The locality pay is 16.82% for this area.
