This position is located at the Office of Materials & Road Research in Maplewood, MN and has the flexibility to work a hybrid schedule or work in the office. The incumbent will be required to make a telework arrangement with their supervisor. The incumbent may be expected to work in the office on occasion.

This position provides overall leadership and administrative guidance to the management and employees of the Office of Materials & Road Research. The position also provides technical expertise in the areas of materials testing, pavement management, geotechnical engineering, and pavement research. The Director is responsible for the development of goals, objectives, policies, and procedures to ensure the department and office resources are being effectively utilized and efficiently carried out by all managers and employees.

Occasional in-state day travel to MnROAD facility in Monticello, MN and to attend Manager Group meetings is required. Occasional out-of-state travel (5-10% of time) is also required to attend national research conferences and events. Some travel may be overnight.

Minimum Qualifications

Registration as a Professional Engineer with the Minnesota Board of Architecture, Engineering, Land Surveying, Landscape Architecture, Geoscience and Interior Design (AELSLAGID) AND three years of engineering management experience.

  • Leadership and Management: Demonstrated ability to enhance trust through transparency and accountability; demonstrated ability to lead and manage a variety of functions, such as research, program delivery and maintenance; and demonstrated ability to lead change and maintain a strong team environment.

  • Technical Expertise: Experience that demonstrates knowledge of all phases of materials, pavement, geotechnical, hydraulics and structure designs; AASHTO and MnDOT specifications; fabrication, construction, and maintenance for all types of highways, bridges, and other structures such as tunnels, retaining walls and culverts.

  • Policymaking: Experience developing and implementing policies, rules, standards, and procedures.

  • Human Relations: Experience building and maintaining effective relationships with MnDOT staff and a variety of agencies, organizations, and stakeholders.

  • Fiscal: Experience developing and managing budgets including the allocation of resources.

Preferred Qualifications

  • Experience in the areas of pavement engineering, pavement management, geotechnical engineering, materials engineering, and/or pavement research.
