Deputy Director__ The Massachusetts Developmental Disabilities Council is seeking qualified applicants for the position of Deputy Director to oversee and direct the day-to-day operations of the agency. The successful candidatewill be responsible for supervision of employees, managing the development and implementation of the Council’s State Plan and submission of the annual Program Performance Report. The successful candidate will be a hands-on and collaborative manager with demonstrated success in team management, experience with state/federal laws and regulations, and serving as the key agency contact. _DUTIES & RESPONSIBILITIES_: · Assist the Executive Director in all aspects of agency management. · Manage the development and implementation of the Council’s State Plan. · Supervise the completion and submission of the annual Program Performance Report. · Oversee the development and implementation of the Council’s policy, legislative and budget advocacy strategies. · Oversee all aspects of the planning and operation of the annual legislative reception. · Advise the Executive Director on all state and federal policy matters. · Establish organizational priorities with the Executive Director and advise on strategic planning, administrative, financial and personnel decisions. · Oversee budgeting, expenditures, and procurement policies to ensure compliance with state laws and regulations and advise the Executive Director. · Manage federal allotment funds, state funds, trust funds, and miscellaneous revenues and advise the Executive Director. · Manage development of notices of funds availability (sub-grants) in meeting Goals and Objectives of State Plan and advise the Executive Director. · Assist in educating Council Membership on the DD Act and related regulations. · Serve and represent the Council on committees, coalitions, and task forces. · Represent the Council at state and national disability organization conferences as assigned. · Perform related duties as required or assigned. _Preferred Knowledge, Skills, and Abilities:_ Candidates should have at least five (5) years of progressively responsible experience in a state agency or related organization. Knowledge and experience in law, policy research and analysis, and disability advocacy. Knowledge of budget preparation techniques and procedures. Candidates should have broad legal knowledge, excellent judgement and analytical skills. Candidates must possess a range of computer skills including, but not limited to, word processing and spreadsheets, must possess strong written and verbal communication skills, strong organizational skills, effective interpersonal skills, and strong presentation skills. The candidate must possess the ability to effectively communicate with large, diverse groups as well as on an individual basis, and must demonstrate a strong commitment to promote the full inclusion of people with developmental disabilities in the community. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience. II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience. III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience. IV.
